Deborah J. Smart is the president of Smart1 Management Solutions, an 8(a) certified, woman-owned business specializing in delivering innovative services and tailored solutions to help clients achieve their business and program management objectives. Mrs. Smart served as a senior executive at the Federal Aviation Administration (FAA), where she provided organizational development, management, and leadership in an operational environment.
With over 40 years of experience in the aviation industry, spanning technical operations and air traffic control terminal services, Mrs. Smart1 is widely recognized as a subject matter expert in air traffic operations, NextGen capabilities, resource management, and strategic planning and business development for government and public entities.

JAMES TYNER - President of Operations
Mr. Tyner serves as President who oversees the operations and direction of the company. He has extensive experience in developing and monitoring project master schedules, estimating, job cost reports, and establishing and implementing effective communication procedures for all team components. He has worked closely with a variety of clients on a wide range of project types under various contracting methods including design-build, CM/GC, and fixed price. Recognized in the industry for his ability to isolate and resolve various design and compliance issues early in a project's evolution, his aptitude and expertise are evidenced in the many successful projects with which he has been involved.
